This is a vintage dress from the 1970s by Bill Tice in aqua blue tropical floral print cotton. Nylon zipper up the front, gathered waist. Not lined. In wearable condition, but it needs a little TLC. There are scattered marks and discoloration from storage. There is a little loose seam under one arm. See last photo. Sold as is.
Vintage tag size 10. Waist and shoulders definitely fit a smaller modern size. There is no stretch to this fabric. Refer to actual measurements below and leave room for ease of movement.
